Constitution and By-laws Committee:

The work of this committee was undertaken in two phases. First, a draft document of a detailed generic constitution and by-laws was compiled. This generic constitution will be of tremendous value as a background for aiding local Home and School Associations in the development of their own constitution and by-laws.

The second phase of the work began with a study of by-law changes that was important to present to the 2000 AGM. These changes include addressing the manner of election of the officers, a matter that had been deferred from the 1999 AGM.

The standing rules were also examined and changes recommended to respond to changes in the by-laws and to aid the proceedings of the Board of Directors.
